Bankers must be applauded
There has been a flurry of articles on what
re-monetization means for India and Indians, but not enough mention of the
tremendous role played by those people whose life has been doubly affected by
this war on Black Money - the Banks and the Bankers that India is banking upon
and rightly so. These toiling, unsung professionals have risen to the occasion
and how. This piece, based on my interaction with bankers , online and on
ground, is written with them at the center, as a brief testimony of their
tireless, travails handling (somewhat) tiresome customers seeking efficiency,
speed, patience, special treatment and notes in their desired denominations,
all in one go.
India needs to comprehend and assimilate that
no bank has surplus staff for this mammoth exercise that demands work on a war
footing. A lot is being expected from bankers whose core competence is very
different. Banks are working hard despite not being adequately equipped to
handle the exponential increase in footfalls! Employees, who have earlier never
handled cash or worked in customer servicing, are being co-opted to chip
in. We need to realize that even as
banks and bankers work hard to serve people, Re/Demonetization related work is
not the only thing they do. Regular banking transactions (RTGS/NEFT, locker
operations, cheque book, debit cards issuance requests, among others) are on at
full steam, as well. So when employees chip in to help in reducing the workload
at the front desk, their own work increases manifold. Despite this, they are
going beyond the call of duty - managing queues, arranging chairs and even
organizing refreshments.
Amidst the din of expectant, argumentative
citizens, who believe that bankers have cash for themselves, exceptions apart, every
withdrawal is generally overseen by cameras. Currency numbers get captured in
the system and a note is made of every note! Managers have to give an account
of all the money collected. This means that they cannot just give away cash to
anyone. Cash needs to be reconciled at the end of the day and any discrepancy
in the tally means that the balance has to be borne by the individual! No
wonder, many Tellers have been going home late for the last so many days, only
to come back again in the morning for yet another long haul. On top of it, they
are as inconvenienced as the next person, for, they are subject to the same
limits on withdrawal and exchange as anyone else.
Indians lamenting the loss of old notes need
to note that it is only the undeclared black money that will go waste. A crude
analogy would be to liken money to a cheque issued by the Government. Even if
the cheque were to be burnt, the money won’t vanish! If the Government issues a
cheque and no-one presents it, the money remains there and has an overall value
even if it is not with anyone, anymore! So, the Government will actually save
on the notes that do not come back into the banking system.
Thanks to the panic pranksters on TV, most of
India knows that many of our existing ATMs are unable to handle the new Rs 2000
note! The Rs 100 notes that they can handle, are not available in plenty.
Hence, the fast emptying, half-filled ATMs. Panic withdrawals by citizens,
fueled by self-serving, illogical, fact-free media narrative, is adding to our
own woes. But, recalibration of ATMs was done at breakneck speed to break this
vicious cycle.
Indians ought to be wary of reporters and their
tutored “interviewees” armed with a script! One such propped up interviewee who
had to simply parrot, “Shaadi hai ghar mei. Mei Gareeb Hoon. Mera Kya Hoga”,
was so delirious with joy, at her maiden performance, that she could not get
the ‘right expression’. When the needless inconvenience caused by this jamboree
made the Cluster head of a Bank politely request the reporter to go to a
neighbouring bank , he was told that the shorter queue there did not make for a
good story!
All Indians played an important role in the
seamless implementation of this change.
Before getting carried away by rumors of staff conniving in cash
exchange and blaming all Bank staff, we might want to ponder on the fact that
even if some banker is involved in such practices, how will he or she exchange
the currency! With everything out in the
open, there is hardly any scope for any out of turn favors! Bankers found
indulging in such instances, here or there, are being booked and made an
example of.
While we keep asking all sorts of questions
of Bankers, we might want to ask pointed questions to those coming with wads of
idle cash for deposition and seeking preferential treatment. It is true that
while most customers are patient and cooperative, there are some who created
issues, especially the ones in a hurry - the VIPs who create a scene on account
of their sense of entitlement. They need to be made aware of the fact that
Banks are not some orchestra that plays while they scurry off the sinking
Titanic of Black money!
Indians demanding specific denominations from
a Bank need to know that banks are giving out exactly what they receive. Notes
are disbursed by the currency chest of the RBI. A locality with two banks, A
and B, can have a scenario wherein Bank A gets Rs 2000 notes on a particular
day and Bank B gets Rs 100 notes and vice versa on the next day. Neither of the
two will have a say in what it gets - and even RBI cannot help it! They are all
doing the best that they can, given the circumstances and the objective of the
exercise!
Indians wanting to exchange or deposit money
without a proof of identity cannot demand special treatment! Insistence by a
lady Teller for the requisite proof, cannot be responded with, ‘Aankh phod
doonga’! Shouting and banging on tables, not letting others to move forward,
cannot be acceptable behavior. Such violent, threatening behavior may well end
up with cops being called! That the bankers are not doing so, is a supreme act
of understanding and grace on their part, which needs to be appreciated and applauded!
Seeking separate queues based on faith and gender in crowded banks, already
maintaining special lines for Senior Citizens and Divyangs, is stretching the
already stressed bandwidth too far! Our self-interest, bordering on selfishness
cannot be blamed on the Banker!
The open secret about people hoarding cash in
their lockers is out and Demonetization is bound to get it back into the
economy. The frequent visits by people for depositing piles of unaccounted
cash, after paying the necessary taxes, is a case in point! Let us remember that Rs 5 lakh Crores have
come back in and Rs 1 Lakh Crores have gone out. So yes, there will be a crunch
and all of us have to bear it as that necessary, temporary pain of a root canal
treatment! Bankers have been patiently working and supporting the move, so far.
However, if instead of empathizing, we continue complaining without
understanding their predicament, we might trigger a response that is bound to
harm us more than anyone else. Bankers have been working very hard. They
deserve our respect, empathy and appreciation, lest, their morale and patience
should get adversely affected. Why should any banker take abuse after going
through a seemingly unending ordeal?
Haven't they sacrificed a lot more than
weekends and holidays, without a complaint, for us? So when an annoyed school
teacher unable to get cash on account of late arrival at a branch starts
cursing the staff with, “Bank Bandh hoga deka lo” , one can only wish for
the Mainstream Media to educate and make
citizens aware. Our nitpicking politicians, looking to recreate a zoo on the
currency, and our eminent intellectuals, supporting a Bandh against a great
initiative to reduce class divide, could have used their clout to spread
information. But they choose not to! The TRP driven ScavenJournalism of our
Mainstream Media, egged on by the
theatrics of the usual suspects, has been assiduously focusing on the
inordinate inconvenience caused to the queueing Indians. But when journalists
send office boys to the bank, the undue Media concern for the masses tends to
sound hollow! Media could have played a positive role in making this change
less painful and cumbersome, but alas! They again failed.
Our
fellow Indians from the Banking sector, deserve as much love and respect from
us as is showered on those guarding the physical frontiers. Here's a gesture to
inspire all of us to be as unabashed in our appreciation as we are unbridled in
our criticism.

This
CJI must go soon. He is such a mediocre person unfit to occupy the office of
the CJI. The five judge bench delivering a verdict in its own favour is a
farce. This is elementary knowledge. The judges sitting there in the supreme
court acted like simpletons. Thieves are appointing policemen. That is what the
collegium is. This silly and substandard system of appointing judges must go.
The people of India must have a say in appointing their servants called supreme
court judges. This court by itself cannot appoint its own judges. THIS
ARRANGEMENT IS NOTHING BUT GARBAGE.
Dump
this Idiot first! Looks like the last of the Congress stooges! Cancel his
pension also!
BTW,
you guys are not playing any role. You guys run most corrupt organization. So
many cases pending but you have enough time to deal with issues of BCCI and

CJI learn English; Legislature is not executive; Article 217 of constitution of
India states; “Every Judge of a High Court shall be appointed by the President
by warrant under his hand and seal after consultation with the Chief Justice of
India, the Governor of the State, and, in the case of appointment of a Judge
other than the chief Justice, the chief Justice of the High court,…” it give
equal power to governor of a state and legislature to appoint judges.
He
is running short of time to appoint some of his people to carryout the corrupt
legacy of the collegium system. but the government is waiting for his exit on
4th Jan 2017.
Judiciary
needs to be independent true but transparent as well.
It's
high time, we need a judiciary accountable to parliament and people.

CJI cannot even make his own collegium process transparent, and he talks about

CJI
Thakur is always on collision course with government. Judiciary has hijacked
the appointment of judges. Lot of malpractices is going on which everyone
knows. Favouritism and nepotismis is rampant in their appointment.
Never
heard from CJI Thakur any comment on transparency in appointment of judges .
Why cannot he say publicly why a person is suitable or not for appointment as
judge of HC or SC . Also govt must disclose to the public the names of
individuals who they think is not found suitable, for elevation to HC/SC bench
l with reasons thereof . It is grossly unfair on the part of SC to preach for
transparency to others and not practise the same.

Transparency
in the collegium process and appointment of judges is the need of the day to

hope for the Judiciary to improve as long as people like Mr.Thakur is the chief
justice. These people are selected based on their caste, creed, religion and

Executive
& Legislature both are answerable to "we, the people of india",
for if they do not come good on our expectations and their promises they shall
be replaced/shown the door by the people. However, judiciary is answerable to
whom??? The Balance of Power, which is considered to be the backbone of a
healthy democracy, is being totally sabotage and taken for a toss by the
judiciary. It is astonishing that not a single country in this world has a
system where the elected and representative government does not have a say in
the appointment of judges in the higher judiciary and on the other hand judges
are appointing themselves, which is nothing but a big slap in the face of our
constitution and mockery of democracy. This system of judges appointing judges
is self evolved by the judiciary and does not find any mention in our
constitution. Separation of power doesn't mean that one is free to select/elect
and appoint oneself. One cannot be the judge, jury and executioner. Scrapping
the NJAC Act is the biggest setback to our democracy and constitution. It has
created a very dangerous scenario where the "Judgment Day" does not
seem to be too far when we may see India under 'Judicial
Autocracy/Dictatorship'.
I
do agree that judiciary should have autonomy and independence from the politics
of the state as laid down in the constitution. But in order that judiciary is
regarded and respected at the highest pedestal of our society the judges must
rise above and beyond all the vices of the lesser mortals, like, corruption,
nepotism, exploitation etc., Judges cannot be stooges in one way or another.
when other eminent judges and peers question the lack of transparency in the
process of selection of judges, then there must be some substance to this
observation. Therefore collegium or whatever system is adopted should have that
aura of invincibility that the body is above all the malice’s, and for its
success, if any executive is included to strengthen the system, why should
there be an erosion in the independence of judiciary ? My question is if a
Lokpal, which is no less important position than a SC or HC judge, is appointed
through a select committee comprising of members of executive and judiciary,
then, what''s wrong if the same procedure is adopted in case judges as well. I
can''t help thinking that the current CJI is equally responsible for delay in
appointment of judges as he is unable to play a positive role in bringing the
two arms of the society together.
This
guy is gone on Jan 3rd.Judiciary is not independent anywhere, not even in the
US. Judges of the Supreme Court in US are appointed by the President of USA.
Appointment
of judges in India is not transparent and judiciary is full of corrupt judges

singh has no respect for parliament. NJAC bill was vetoed by this Gabbar singh.
As
per Doctrine of Separation of Powers, the appointment of Judges of High Court
& Supreme Court is job of Executive. Once appointed there is no
interference in working of judiciary by Executive. Judiciary can not run a
parallel government. It should know the Laxman Rekha.
Against
vacancies of 500 judges, CJI recommends just 43 names of those facing charges
or complaints of corruption and yet CJI says govt is locking out judges.
With
due respect to the CJI TS Thakur, I strongly disagree with him. People
occupying position of responsibility will be judged, not institution. Hence TS
Thakur should stop casting aspersions on the executive & glorifying the
Judiciary. It is such acts by individuals which eventually demeans a
institution & erodes it's credibility. Seems like TS Thakur will take down
the judiciary along with him.
I
should also make make it clear were judges appointed before advent of self
styled collegium system were not independent while functioning as judges.
Constitution provides for appointment of Judges by President of India in
consultation with C.J.I . It does not provide for collegium system. Other
constitutional authorities like C.E.C , C.A.G etc are also appointed by
government but they are fully independent in their functioning. Mere appointment
of Judges by collegium will not make them independent and independent from
other pressures so long as judge himself does not go for that. C.J.i is simply
politicizing the issue. He should behave in more dignified manner.
They
took this authority forcefully in the 90s and now say that this can not be
hijacked.. Logic is missing.
Mind
set of judges needs a change. They are not supreme .
Judges
want to be player and also umpire the acrimony between the two pillars of nation
is very disturbing for common man.
It's
the prerogative of the elected members of the parliament to appoint the members
of the judiciary and that in no way takes away the independence of it. The
government does not tell the judges how to make decisions. This is what is done
in many Western democratic countries. It's utter nonsense on the part of the
judiciary to insist on appointing judges by them with the excuse of keeping
judiciary independent. It only creates an institution unrepresented and unelected
by people and not answerable to the people. Shame on them. Indian judiciary has
a very poor reputation. Let the government go ahead with its policy. After all
the members of the government are elected by people unlike the members of the
judiciary.
How
can judges appoint judges!! There has to be some transparency...

Surely
the learned judge knows that the NJAC has both the judiciary and executive
jointly selecting candidates. If only the judiciary were to elect their own
where is oversight and best interests of the people represented? Atleast people
can elect and not elect or impeach parliamentarians. But who can dis endorse
corrupt judges? The judiciary are acting like high priests.
These
average mind people takes years n years for a case.. give judgement... which is
overturned by higher courts... same books... same evidences... different

surgical strike should be done on judiciary to reveal their corruption.
Big
talk justifying an unconstitutional action. we are governed not by a set of
persons but by the Constitution of India. He should read the relevant
provisions of the constitution of India. if he did not understand, he should
ask his grand son to read them and explain to him. He will then understand how
blatantly the SC has violated the provisional of the constitution. So
scornfully aside the unanimous decision of the pillar of Democracy, the Parliament
and several legislatures of the states, exactly in accordance with the
provisions of the Constitution is in itself an act of contempt of the august
body, the Parliament. If power of appointment of successors in office is an
indication of independence, the Attorney general, auditor general, the IAS/IPS
etc should all be empowered to nominate the holders of similar office.

Chief
Justice of India T S Thakur''s speech makes it clear that the judiciary is not
prepared for any changes in the procedure for recruitment of judges. There are
no two opinions that all is not well with the present system of selecting
judges. The SC collegium itself is divided on the issue. There is no
transparency in the recruitment of judges. Both the government and the
collegium are equally responsible for delays in filling up the large scale
vacancies both in SC and High Courts. With the differences widening between the
government and the judiciary, the common man continues to suffer, which is most
unfortunate. There is a need to study the systems prevailing in the major
democracies of the world on selection of judges and adopt which is most suitable
to India. The present situation should not continue for too long.
Many Indians
feels that Judiciary is most corrupt and incompetent organization in today.
Kindly do something (recommend impeachment of few some corrupt Judges the black sheep in Judiciary) to improve its image.

30.6.2016; The money held by Indians in Swiss banks has fallen by nearly one-third to a record low of 1.2 billion franc (CHF) or about Rs 8,392 crore amid a continuing clampdown on black money and corruption. The funds held by Indians with banks in Switzerland fell by CHF 596.42 million to CHF 1,217.6 million at the end of 2015, as per the latest data released on Thursday by the country's central banking authority SNB (Swiss National Bank).

13.1.2016 Prime Minister Shri Narendra Modi
today has approved the ‘Pradhan Mantri Fasal Bima Yojana’ - a path breaking
scheme for farmers’ welfare. The
highlights of this scheme are as under:
i) There will be a uniform premium of only 2%
to be paid by farmers for all Kharif crops and 1.5% for all Rabi crops. In case
of annual commercial and horticultural crops, the premium to be paid by farmers
will be only 5%. The premium rates to be paid by farmers are very low and
balance premium will be paid by the Government to provide full insured amount
to the farmers against crop loss on account of natural calamities.
ii) There is no upper limit on Government
subsidy. Even if balance premium is 90%, it will be borne by the Government.
iii) Earlier, there was a provision of
capping the premium rate which resulted in low claims being paid to farmers.
This capping was done to limit Government outgo on the premium subsidy. This
capping has now been removed and farmers will get claim against full sum
insured without any reduction.
iv) The use of technology will be encouraged
to a great extent. Smart phones will be used to capture and upload data of crop
cutting to reduce the delays in claim payment to farmers. Remote sensing will
be used to reduce the number of crop cutting experiments.
The new Crop Insurance Scheme is in line with
One Nation – One Scheme theme.

macro-economic stability and creating the conditions for sustainable poverty
elimination, job creation and durable double-digit economic growth.
Budget a targets or a vision statement with
continued target achievement over next 5 years towards following;-
" (i) A roof for each family in India.
The call given for ‘Housing for all’ by 2022 would require Team India to
complete 2 crore houses in urban areas and 4 crore houses in rural areas.
(ii) Each house in the country should have basic
facilities of 24-hour power supply, clean drinking water, a toilet, and be
connected to a road.
(iii) At least one member from each family
should have access to the means for livelihood and, employment or economic
opportunity, to improve his or her lot.
(iv) Substantial reduction of poverty. All
our schemes should focus on and center around the poor. Each of us has to
commit ourselves to this task of eliminating absolute poverty.
(v) Electrification, by 2020, of the
remaining 20,000 villages in the country, including by off-grid solar power
generation.
(vi) Connecting each of the 1,78,000
unconnected habitations by all weather roads. This will require completing
1,00,000 km of roads currently under construction plus sanctioning and building
another 1,00,000 km of road.
(vii) Good health is a necessity for both
quality of life, and a person’s productivity and ability to support his or her
family. Providing medical services in each village and city is absolutely
essential.
(viii) Educating and skilling our youth to
enable them to get employment is the altar before which we must all bow. To
ensure that there is a senior secondary school within 5 km reach of each child,
we need to upgrade over 80,000 secondary schools and add or upgrade 75,000
junior/middle, to the senior secondary level. We also have to ensure that
education improves in terms of quality and learning outcomes.
(ix) Increase in agricultural productivity
and realization of reasonable prices for agricultural production is essential
for the welfare of rural areas. We should commit to increasing the irrigated
area, improving the efficiency of existing irrigation systems, promoting
agro-based industry for value addition and increasing farm incomes, and
reasonable prices for farm produce.
(x) In terms of communication, the rural and
urban divide should no longer be acceptable to us. We have to ensure
connectivity to all the villages without it.
(xi) Two-thirds of our population is below
35. To ensure that our young get proper jobs, we have to aim to make India the
manufacturing hub of the world. The Skill India and the Make in India
programmes are aimed at doing this.
(xii) We also have to encourage and grow the
spirit of entrepreneurship in India and support new start-ups. Thus can our
youth turn from being job-seekers, to job-creators.
(xiii) The Eastern and North Eastern regions
of our country are lagging behind in development on many fronts. We need to
ensure that they are on par with the rest of the country.
Every developmental, pro poor and pro people
project passes through 4 stages i) generating an idea (planning) ii)
feasibility study (whether it will result in desired benefits to people.
whether it can be accomplished, how it can be accomplished and what would be
required for it to be accomplished including fund requirement etc) iii)
sanction and review by experts and GOP, iv) execution stage.
