Sir,
Sh Sunil Chowdhary made a
strange contention on 20th April, 2015 that but for the High Court
Judges, employees would not have got any increments. Is sole purpose of High
Court is to give increments and wage increase to (public) servants. Is High
Court an Increment Court-Judges increment Judges, lawyers- increment lawyers
and court staff as increment staff, is Increment giving judge, sole criteria of
a good judge. Redressal of an Employee dispute is akin to a seeking to fill up
of a hole in a road in front of a house though later is more troublesome than
former.
Please direct
establishment of Employee tribunals/courts to be set up at Tehsil level manned
by single retired CJM/ADJ. First appeal to be heard at District level manned by
retired District Judges at one or more District employee tribunals and 2nd appeal at state level by
retired High Court judges. State level Employee Tribunals be established in all
districts to give maximum employment to retired High Court Judges and speedy
disposal of granting increments/ retirement benefits or resolving other
disputes of employees.
By One stroke of pen
pendency at High Court level will reduce by at least a decade and this measure
will also give employment to retired judges at all levels.

Society needs circuit benches

Sir,
Setting
up of a circuit bench is the demand of society and even a thought idea to
consider whether there should or should not be a circuit bench would be
borderline seditious. In a democracy people are supreme and one should avoid
playing with needs of people, otherwise an impression would be strengthened in
society that; Courts are of the Judges, by the judges and For the Judges at
cost of tax payer’s money.
Decentralization
is key to overall development. It leads to easier access of legal remedy for
rural poor, area development, decontrol of vested interests created in
particular area, leads to human resource development among functionaries of
justice system by participatory justice delivery near to the poorer and rural
sections of society. It was in this context I had written Letter Dt 21.02.2015 to
H’ Chief Minister of Haryana (copy enclosed) to consider setting up of circuit
bench of High Court.
There
are more than 4 crores pending cases. If we stop fresh filing, it would still take
400 years to dispose of present cases. Original work of high Court of revisions
and appeals is pending for several decades. Decide, Decongest, distribute,
decentralize should be the motto. It does not take more than a week to identify
the land and begin construction. Circuit Bench can even start functioning from
some temporary accommodation.
This
letter may be placed before committee members overlooking setting up of circuit
bench for information and necessary action.

Modi govt achievements, policies and programmes.
What Free India's first and only secular govt of BJP Achieved;
31.12.2015 Under Modi govt, The Department of Heavy Industry has notified a scheme namely FAME - India (Faster Adoption and Manufacturing of (Hybrid &) Electric Vehicles in India) for implementation the scheme is aimed at incentivizing all vehicle segments i.e. 2-Wheelers, 3-Wheeler Auto, Passenger 4-Wheeler Vehicles, Light Commercial Vehicles and Buses. This scheme aims for a cumulative fuel saving of about 9500 million litres equivalent resulting in reduction of pollution and greenhouse gas emission of 2 million tonnes with targeted market penetration of 6-7 million vehicles per year by 2020. This mission will be one of the biggest contributors in reducing pollution from road transport sector in near future.A Memorandum of Understanding (MoU) between the Department of Heavy Industry, Ministry of Heavy Industries & Public Enterprises, Government of India and Fraunhofer - Gesellschaft, Germany on cooperation for technology resourcing in the field of Capital Goods was signed on 5th October, 2015 during the visit of the German Chancellor to India from 4th to 6th October, 2015.

Under the notified Scheme for Enhancement of Competiveness in the Indian Capital Goods Sector a Proposal from Indian Institute of Technology, Madras (IIT-M) for development of 11 machine tool technologies under Centre of Excellence component of the Scheme in association with six machine tool companies as Industry partners has been approved. This is a major step in industry-academia-government partnership in the capital goods sector, especially since most of the industry partners are in the MSME sector. Development of this CoE will be the first of its kind in the machine tools sector and will help developing important technologies which are presently not available in India.
Under the notified Scheme for Enhancement of Competiveness in the Indian Capital Goods Sector, a Proposal from Tools, Dies and Gauges Manufacturers Association (TAGMA) has been approved for setting up a TAGMA Centre of Excellence and Training (TCET). The project aim s to set up "Common Engineering Facilities Centre (CEFC) for the Tools, Moulds and Dies Industry". The cost of the project is Rs.51.92 crore and approved DHI grant is for plant and machinery worth Rs.26.27 crore. This is the first CEFC project approved under the scheme and the facilities are to be set up at Chakan, Pune in Maharashtra. The project would be implemented within a year. The objective of this project is to upgrade existing Tooling Industry.
Civil nuclear cooperation with Russia and France has also been taken forward during the year. During Prime Minister’s visit to France in April 2015, a MoU between M/s Larsen and Toubro and M/s Areva aimed at cost reduction by increasing localization for the Jaitapur project in Maharashtra was signed. On December 22, 2015, during Prime Minister’s visit to Russia, a Joint Programme of Action for Localization of Manufacturing in India for Russian-designed Nuclear Power Plants was signed. A minimum of 12 reactor units will be built with Russian collaboration.
Following the signing of a contract for long-term supply of uranium during Prime Minister’s visit to Canada in April 2015, the first consignment of uranium reached India in December 2015. Likewise, a long term contract for purchase of uranium was signed during Prime Minister’s visit to Kazakhstan in July 2015.

30.12.2015 Government has reset the
parameters for urban planning in the year 2015 and has made an investment of
about Rs.42,000 cr for developing basic urban infrastructure and for affordable
housing alone. This includes Rs.19,170 cr for improving infrastructure relating
to water supply, sewerage networks, storm water drains, urban transport and
open spaces in 474 cities in 18 states
under Atal Mission for Rejuvenation and Urban Transformation (AMRUT), launched
in June this year. Under Modi Govt’s flagship programme of Prime Minister’s
Awas Yojana (Urban), an investment of over Rs.22,000 cr has been approved in
2015 for construction of 4.25 lakh houses for Economically Weaker Sections
(EWS) in 227 cities in 11 states.

A Food Processing Fund of Rs 2000 crores is created at NABARD. A Cold Chain Scheme was launched to provide integrated cold chain and preservation infrastructure facilities without any break, from the farm gate to the consumer alongwith grant in aid @ 50% of the total cost of plant and machinery and technical civil works in general areas and 75% for difficult areas· Modi Government approved 138 cold chain projects. 70 projects have become operational till December, 2015 and 68 projects are under implementation. The capacity created by 70 completed projects is 93.8395 lakh LPD of milk processing, 295933.1 MT of cold storage, 75.038 MT/ hour of IQF and 440 number of reefer vans. Grant-in-aid is given to Local Bodies/Public Sector Undertakings etc. for establishment of modern abattoirs and modernisation of existing abattoirs. 42 Food Testing Labs have been completed and 40 are under implementation. Modi govt is imparting i.e., Food Industry Capacity & Skill Initiatives (FICSI) in taking forward skill development in Food Processing Sector and 52 draft Qualification Packs (QPs) for food processing industry have been developed. Modi govt has prepared Food Maps to identify Surplus and deficient areas of various agricultural and horticultural produce in the country.

Anubhav; A platform for retiring government employees to share
their experience of working the Government and for showcasing commendable work
done during service.
Bhavishya; An online tracking system to track progress of each
pension case its sanction and payment. The system allows online filing of
application of pension by the retiring employees, encapsulates the Pension
Rules required for processing pension cases and generates all forms and reports
necessary for finalizing pension cases as well as needed for monitoring by the
Departments.
Pensioners’ Portal; A one stop solution for all
information needs of the pensioners. The Portal also provides for registration
of pensioners' grievances through the Centralized Pension Grievance
Registration and Monitoring System (CPENGRAMS). During the year (upto
15.12.2015) 16683 grievances were received and 14354 were disposed, leaving a
balance of 2329.
30.12.2015 construction of 74 Km long Delhi-Dasna-Meerut 14 lane Expressway and upgradation of 22 Km long Dasna-Hapur section of NH-24 will begin within a week.
29.12.2015 construction work on the Rs. 5,763-crore eastern peripheral expressway has begun as the government has set a deadline of 400 days to complete the project. The project falls in Delhi, Haryana and Uttar Pradesh.
26.12.2015 To bring down prices of medicines for critical diseases like cancer, HIV and diabetes, Modi government has revised the national list of essential medicines (NLEM) to add 106 more drugs while 70 other drugs, which are not prescribed frequently or where better alternatives are now available in the market, have been taken off the list.

23.12.2015 To generate employment, Modi govt is developing extensive industrial cum economic corridors in partnership with state govts.
1) Delhi Mumbai Industrial Corridor (DMIC):
The project spans the States of Uttar Pradesh, Haryana, Rajasthan, Madhya
Pradesh, Gujarat and Maharashtra along the Western Dedicated Freight Corridor
(DFC) of the railways. Initially, 8

23.12.2015 Surface cleaning of Ganga will start next month in 10 major cities; Haridwar, Garhmukteshwar, Kanpur, Allahabad, Varanasi, Patna, Sahibganj, Kolkata, Nabadwip and Gangasagar under Namami Gange programme. 29 sewage treatment plants have been made operational at a cost of Rs. 463.58 crore with the treatment capacity of 123mld and sewer network of 666.69 km out of 93 sanctioned.
22.12.2015 Modi Government is taking steps considering to reduce the prices of medical equipments like stents, catheter and implants. in this respect recently a meeting of Committee of Secretaries was held under the Cabinet Secretary to discuss the mechanism for a separate price control order and a separate vertical within National Pharmaceutical Pricing Authority (NPPA) for medical devices.
22.12.2015 Digitisation of ration cards completed in 29 States while it was just touching two- digits in the beginning of the year, 16 states even stared online foodgrains allocations and online grievance redressal introduced in 26 states. Direct cash transfer of food subsidy to the beneficiaries started in Chandigarh and Puducherry in September this year.

17.12.2015 Under Modi government, the Reserve Bank on Thursday announced that effective from April 1, 2016, all 'loans and credit limits will be priced with reference to Marginal Cost of Funds based Lending Rate (MCLR). This methodology will improve transparency in determining interest rates on advances by Banks. The guidelines will ensure availability of bank credit at interest rates which are fair to the borrowers as well as the banks.

15.12.2015 For the first time that the Combined Commanders Conference was held on board an aircraft carrier. For first time a Prime Minister, chaired it at sea. Shri Narendra Modi, chaired the Combined Commanders Conference on board INS Vikramaditya at Sea, off the coast of Kochi. The Prime Minister also witnessed an operational demonstration of India’s naval and maritime air capabilities. The operational demonstration included take-offs and landings of naval fighter aircraft from INS Vikramaditya, missile firing from a warship, flypast of helicopters and fighter aircraft, marine commando operations, and steam-past of warships, including INS Virat.

9.12.2015 Immediately on assuming power, Modi
govt started examining waterways as means to reduce cost of transport and
enhance tourism. After through studies, today, Modi Govt gave approval to
declare 106 additional inland waterways, as the national waterways. Earlier there
were only five. Inland Water Transport
is cost effective and economical mode of transport. One horse power on ship can
carry 4000 Kg load in water whereas, it can carry 150 Kg and 500 Kg by road and
rail respectively. 1 litre of fuel can move 105 ton-Km by inland water
transport, whereas the same amount of fuel can move only 85 ton-Km by rail and
24 ton-Km by road.

7.12.2015 Modi Government has sanctioned 599 highways projects and about 12,903 km of national highways have already been awarded in just 18 months. 6.12.2015 Indian Railway, RailTel has signed an agreement with Google India to provide WIFI at 400 railway stations across India. In the first phase 100 stations will be covered and the rest 300 stations will be covered in the second phase.
4.12.2015 Under Modi's Pradhan Mantri Swasthya Suraksha Yojana (PMSSY) AIIMS like Institutions at Bhopal, Bhubaneswar, Jodhpur, Patna, Raipur and Rishikesh, which were in the first phase of the scheme have become functional. functional. AIIMS at Rae Bareli, under the Phase-II of PMSSY, is under construction. Proposals have been received from 13 states for setting up of new AIIMS like institutions.

1.12.2015 Modi government immediately on attaining power had
started examining the prices of several medicines and fixed the ceiling prices
in respect of 530 medicines. The price benefit accrued to the common man
is estimated to the extent of Rs. 2422 crores. This includes 47 formulations
for cancer, 20 formulations for AIDS/HIV, 6 formulations for Diabetes and 53
for cardiovascular diseases.
In addition, now maximum retail price (MRP) has been capped in respect of 106
non- scheduled medicines, out of which 84 are used for treatment of
cardiovascular diseases and 22 for diabetes. Further, the Modi government has
also fixed the retail price of 247 ‘new drugs’.
The web portal Pharma Jan Samadhan (PJS) was launched on 12th March,
2015 for speedy and effective complaint redressal system regarding (i)
availability of medicines, (ii) overpricing of medicines, (iii) sale of ‘new
drugs’ without prior price approval, and (iv) refusal of supply or sale of
medicines.

their net income, Modi Government has intiated several steps to reduce cost of
cultivation, enable higher yield per unit and realize remunerative prices by
introducing;
i) Soil Health Card (SHC) scheme by which the
farmers can know the exact nutrient level available in their soils which will
ensure judicious use of fertilizer application and save money.
ii) Neem Coated Urea is being promoted to regulate use of urea, enhance its availability to the crop and cut on cost.
iii) Paramparagat Krishi Vikas Yojana (PKVY) is being implemented with a view to promoting organic farming in the country.
iv) The Pradhan Mantri Krishi Sinchai Yojana (PMKSY) is being implemented to expand cultivated area with assured irrigation, reduce wastage of water and improve water use efficiency.
v) To promote reforms of the agricultural marketing sector and to provide a common electronic platform deployable in selected regulated markets across the country, national scheme called ‘National Agriculture Market’ (NAM) has been introduced.

27.11.2015 By Protik Prokash Banerji; One of my chamber juniors recently came back from a vacation in the remotest parts of North East, which abut Chinese-controlled territory. He had something to say which made my heart swell with pride. Apparently the locals in these border villages are very happy with the new Central Government. The Chinese troops had made incursions of upto 22 km within Indian territories and set up permanent camps, which the erstwhile UPA government had blithely ignored and allowed to continue through ineffective negotiations. The Chinese troops had become so familiar with these territories that they would come to the local hotels for lunch and speak in Hindi which they had learnt. The new Government has apparently caused our defence forces to demolish these forward positions and resolutely throw the Chinese troops out and back into their own territory behind the accepted line of control. If this is true, hats off Mr. Modi, hats off General V.K. Singh - when you do good things, you earn our thanks and gratitude.

double-digit economic growth.
Budget a targets or a vision statement with
continued target achievement over next 5 years towards following;-
" (i) A roof for each family in India. The call given for ‘Housing for all’ by 2022 would require Team India to complete 2 crore houses in urban areas and 4 crore houses in rural areas.

our schemes should focus on and centre around the poor. Each of us has to
commit ourselves to this task of eliminating absolute poverty.
(v) Electrification, by 2020, of the
remaining 20,000 villages in the country, including by off-grid solar power
generation.
(vi) Connecting each of the 1,78,000
unconnected habitations by all weather roads. This will require completing
1,00,000 km of roads currently under construction plus sanctioning and building
another 1,00,000 km of road.
(vii) Good health is a necessity for both
quality of life, and a person’s productivity and ability to support his or her
family. Providing medical services in each village and city is absolutely
essential.
(viii) Educating and skilling our youth to
enable them to get employment is the altar before which we must all bow. To
ensure that there is a senior secondary school within 5 km reach of each child,
we need to upgrade over 80,000 secondary schools and add or upgrade 75,000
junior/middle, to the senior secondary level. We also have to ensure that
education improves in terms of quality and learning outcomes.
(ix) Increase in agricultural productivity
and realization of reasonable prices for agricultural production is essential
for the welfare of rural areas. We should commit to increasing the irrigated
area, improving the efficiency of existing irrigation systems, promoting
agro-based industry for value addition and increasing farm incomes, and
reasonable prices for farm produce.
(x) In terms of communication, the rural
and urban divide should no longer be acceptable to us. We have to ensure
connectivity to all the villages without it.
(xi) Two-thirds of our population is below
35. To ensure that our young get proper jobs, we have to aim to make India the
manufacturing hub of the world. The Skill India and the Make in India
programmes are aimed at doing this.
(xii) We also have to encourage and grow the spirit of
entrepreneurship in India and support new start-ups. Thus can our youth turn
from being job-seekers, to job-creators.
(xiii) The Eastern and North Eastern regions of our country are lagging behind in development on many fronts. We need to ensure that they are on par with the rest of the country.
