13.8.2018l Shri Nitin Gadkari inaugurated 20 newly constructed/ restored Ghats on river Ganga in Kanpur and Bithoortoday .The Minister also announced projects to tackle pollution from two of Kanpur’s biggest pollution hotspots – Jajmau- a source of industrial effluents and Sisamau – source of domestic sewage.  Shri Gadkari announced that a20 MLD Common Effluent Treatment Plant (CETP) has been approved forJajmau at an estimated cost of Rs. 554 crore (phase-1) for the treatment of effluent from tanneries.In addition, he also announced that the complete tapping of SisamauNalawould be done by October this year. 140 MLD of sewage from this nalla used to fall untreated into Ganga earlier. Of this, 80 MLD of sewage has already been diverted to Bingawan STP. The remaining diversion will be complete by October this year.

12.6.2018; Army Chief has given consent to first ever cadre review of Army after 34 years to ‘restructure’ and ‘right-size’ the Army to match with future requirements arising over the next two decades. In the ongoing fiscal (ending March 31, 2019), the Army salary bill is budgeted at Rs 80,945 crore and the pension bill is Rs 95,949 crore. In contrast, the modernisation budget is Rs 26,688 crore. The PRS Legislative Research says, “Among the three defence services, the Army’s expenditure has the smallest capital component (only 11% of its expenditure is on capital under Budget 2018-19).

ShriNadda further stated that the coverage of Rs. 5 lakh for each family has no restriction of family size and age.

5.3.2018; Under Namami Gange Programme, following 12 Sewage Treatment Plants (STPs) have been completed and commissioned during 2015-16 to 2017-18. The additional treatment capacity generated through these installed Sewage Treatment Plants (STPs) is 137.35 Million Litres Per Day (MLD).


2.3.2018; For first time under Modi govt, Centre blocks 2 judge nominees of SC collegiums. The Centre is of the view that Justice K M Joseph is “too junior” and his appointment to the SC would breach two apex court judgments of the 1990s, through which the judiciary took over the executive’s constitutional power to select and appoint judges in consultation with the CJI. Law ministry sources said Justice Joseph was 12th in the list of seniority of CJs of 24 HCs and at the 45th position in the all-India judges’ seniority list.

However, it is the January 10 recommendation of the collegium, comprising the CJI and Justices Chelameswar and Gogoi, for appointment of Justice Surya Kant as chief justice of Himachal HC which has generated a controversy with sitting and retired SC judges terming this a clear case of favouritism achieved through unjust supersession of Justice A K Mittal, who is senior to Justice Kant. The three-member collegium, that decides appointment of HC CJs, acknowledged that Justice Mittal was senior to Justice Kant but said it found the latter “more suitable” for appointment as HC CJ. This was opposed by Justice Adarsh K Goel, who as a consultee judge had sought taking a fair view of the assets acquired in Delhi, Shimla and Punjab by Justice Kant after becoming a judge. Another interesting feature, which requires special mention is that two SC judges (Justices Ranjan Gogoi and A K Sikri), who had opposed supersession of Justice S S Saron in April 2017, have turned in favour of supersession was playing favourites?”

27.2.2018; New Elphinstone Road Bridge built by Army opens to public. Indian army began its construction on december 9, 2017 and completed it in record under three months at cost of Rs 10.44 crore (approx). The 73.1 m long and 3.65 m wide bridge can carry eight tonnes of weight. The daily footfall at Elphinstone Road and Parel station FOBs is 3-3.5 lakh. Around 400 local trains halt at Elphinstone Road station and 300 at Parel station daily.

Tenders for projects worth Rs 16,000 crore have been called, and more than 1 lakh crore worth of projects are being readied for issuance of tenders. This remains one of the fastest ever project implementations at this scale and geographic spread in urban sector.  This will have a ‘Lighthouse’ effect.  Other cities and regions around them will soon start undergoing transformation towards becoming centres of urban excellence.

8.1.2018; Indian Railways had decided to deploy “Drone” cameras (UAV/NETRA) for various railway activities especially project monitoring and maintenance of tracks and other railway infrastructure. It has been given directions to Zonal Railways to procure such cameras. This is in-line with Railways’ desire to use technology to enhance safety and efficiency in train operations.

“Drone” cameras are being deployed to undertake monitoring activities of relief and rescue operation, project monitoring, progress of important works, conditions of track and inspection related activities. It shall also be used to assess preparedness of Non-Interlocking (NI) works, crowd management during fairs and melas, to identify scrap and also for aerial survey of station yards. It will be instrumental in providing real time inputs related to safety and maintenance of tracks and other railway infrastructure.

Under this initiative, West Central Railways with headquarter at Jabalpur (M.P) has become the first Zonal Railway to procure “Drone” cameras in Indian Railways. West Central Railways has already done a trial-run of those cameras last week on its all the three divisions in the following locations.

    Jabalpur Division – Narmada Bridge near Bhitoni
    Bhopal Division – (i) Nishatpura Yard; (ii) Third Line work between HBJ – Misrod.
    Kota Division – (i) Chambal Bridge near Kota; (ii) Dakania Talav Yard near Kota.

5.1.2018; During the last three years, the number of consequential train accidents (including accidents at Unmanned Level Crossings) have decreased from 135 in 2014-15, to 107 in 2015-16 and further to 104 in 2016-17.  In the current year (upto 15th December, 2017) the number of consequential train accidents have reduced to 52 as compared to 87 in the corresponding period of the previous year.

In the Railway Budget 2016-17, Mission Zero Accident was one of the Missions announced, comprising the two sub-missions:

15.12.2017;  HI-Tech System To Detect Railway Track Defects. Indian Railways is using Track Recording Cars (TRC) and Oscillation monitoring System (OMS) for detection of track defects in addition to manual inspection. Ultrasonic Flaw Detection is also done using Single Rail Tester (SRT) and Double Rail Tester (DRT) to check internal defects in rails. Procurement of six nos. Self Propelled Ultrasonic Rail Testing (SPURT) Car for detection of internal defects in rails is also planned. Further, it has been decided to undertake trial of Ultrasonic Broken Rail Detection (UBRD) System, Rail Fracture & Intrusion Detection System using distributed optical fiber sensing and Loco-Vision Analytics and Rail Integrity Monitor system (RIM) on some stretches for detection of broken rail.

9.2.2017; Indian Space Research Organisation (ISRO) has started a series of ground tests for testing the performance of sensors and actuators for soft landing of the Lander on the lunar surface.

9.2.2017; 934 hostels have been sanctioned till date under the Working Women Hostel scheme of Ministry of Women & Child Development all over the country benefitting more than 70,000 working women.

8.2.2017; Union Minister of Water Resources, River Development and Ganga Rejuvenation Sushri Uma Bharti informed that presently 42 sewage infrastructure projects are under execution. These 42 projects envisage to create 327.93 MLD sewage treatment capacity. Till December 2016, 253.50 MLD sewage treatment capacity has been created. Sewer Network of 3896.55 km is to be laid under these projects. Sewer network of 1060.96 km has been laid and balance work is under progress. The Minister informed that currently, eight projects of sewage treatment plants are under execution at a total cost of Rs. 348.76 crore. These projects envisages creation of 109.40 MLD treatment capacity. Till December 2016, treatment capacity created was 33.40 MLD.

Sushri Bharti informed that online Effluent Monitoring Systems have been installed in 572 out of 760 Grossly Polluting Industries (GPIs) and online data is being captured at dashboard from 266 such industries. Monitoring data connectivity to MoWR, RD & GR, CPCB, State and State Pollution Control Boards (SPCBs) is being undertaken. Also, 135 GPIs have been closed for non-compliance to stipulated norms and 17 have been exempted (ZLD achieved). Balance 36 units have been given deadline till 31st March 2017 for installation of online Effluent Monitoring System (EMS).

The Minister said eight Real Time Water Quality Monitoring Station (RTWQMS) are operational under National Hydrology Project. A network of 113 RTWQMS has been planned. In Phase – I, 36 RTWQMS is under installation and to be completed by March 2017. CPCB has proposed to install nine RTWQMS on the tributaries of River Ganga.

Sushri Bharti said Projects for 182 ghats and 118 crematoria have been sanctioned. 50 nos. of ghats and 15 nos. of crematoria are under progress at present. The work in respect of all remaining ghats/ crematoria will commence within the next three months. Against the target of 15.27 lakh individual household latrines, approx. 10 lakh individual household latrines are expected to be completed by March 2017. Liquid and solid waste management in 25 selected villages will be started within the next three months. Pre-plantation activities will be taken up in all five Ganga states, so that plantations against the work plan of 2016-17, as well as 2017-18 are taken up during the next monsoon season.

Modi Government with a view to provide LPG connections to poor household, had launched Pradhan Mantri Ujjwala Yojana (PMUY). Under PMUY, 5 crore free new LPG connections are to be given over a period of three years starting from 2016-17 to BPL households identified through SECC data. 1.5 crores free gas connections have already been disbursed by 25.12.2016.

Under Deen Dayal Upadhyaya Gram Jyoti Yojana (DDUGJY), Government of India is providing free electricity connections to BPL households. Out of total 4.27 crore connections sanctioned, free electricity connections to 2.5 crore BPL households have been provided as on 31.10.2016.

Modi Govt beats 10 years of JNNURM in approving houses for urban poor 12.84 lakh affordable houses sanctioned in over one year as against 12.40 lakh under 10 years of UPA.

Shri Narendra Modi today formally launched “Housing for All” in rural areas under which the Government proposes to provide an environmentally safe and secure pucca house to every rural household by 2022. Modi govt introduced ‘Pradhan Mantri Fasal Bima Yojana’:
i) There will be a uniform premium of only 2% to be paid by farmers for all Kharif crops and 1.5% for all Rabi crops. In case of annual commercial and horticultural crops, the premium to be paid by farmers will be only 5%. The premium rates to be paid by farmers are very low and balance premium will be paid by the Government to provide full insured amount to the farmers against crop loss on account of natural calamities.
ii) There is no upper limit on Government subsidy. Even if balance premium is 90%, it will be borne by the Government.
iii) Earlier, there was a provision of capping the premium rate which resulted in low claims being paid to farmers. This capping was done to limit Government outgo on the premium subsidy. This capping has now been removed and farmers will get claim against full sum insured without any reduction.
iv) The use of technology will be encouraged to a great extent. Smart phones will be used to capture and upload data of crop cutting to reduce the delays in claim payment to farmers. Remote sensing will be used to reduce the number of crop cutting experiments.
The new Crop Insurance Scheme is in line with One Nation – One Scheme theme.

Schemes for small and medium enterprises.
Loan limit increased from 20% to 25% of turnover.
Overall limit increased from Rs 1.00 crores to Rs 2.00 crores.
Deemed income reduced from 8% of turnover to 6% of turnover.

Schemes for women;
Rs 6,000 will be transferred directly to the bank accounts of pregnant women who undergo institutional delivery and vaccinate their children.

Modi govt's steps to bring back/tackle black money;-
(i) Constitution of the Special Investigation Team (SIT) on Black Money under Chairmanship and Vice-Chairmanship of two former Judges of Hon’ble Supreme Court,

(ii) Enactment of a comprehensive law – ‘The Black Money (Undisclosed Foreign Income and Assets) and Imposition of Tax Act, 2015’ which has come into force w.e.f. 01.07.2015 to specifically and more effectively deal with the issue of black money stashed away abroad,

(iii) Constitution of Multi-Agency Group (MAG) consisting of officers of Central Board of Direct Taxes (CBDT), Reserve Bank of India (RBI), Enforcement Directorate (ED) and Financial Intelligence Unit (FIU) for investigation of recent revelations in Panama paper leaks,

(iv) Proactively engaging with foreign governments with a view to facilitate and enhance the exchange of information under Double Taxation Avoidance Agreements (DTAAs)/Tax Information Exchange Agreements (TIEAs)/Multilateral Conventions,

(v) According high priority to the cases involving black money stashed away abroad for investigation and other follow-up actions including prosecutions in appropriate cases,

(vi) While focusing upon non-intrusive measures, due emphasis on enforcement measures in high impact cases with a view to prosecute the offenders at the earliest for credible deterrence against tax evasion/black money,

(vii) Proactively furthering global efforts to combat tax evasion/black money, inter alia, by joining the Multilateral Competent Authority Agreement in respect of Automatic Exchange of Information (AEOI) and having information sharing arrangement with USA under its Foreign Account Tax Compliance Act (FATCA),

(viii) Renegotiation of DTAAs with other countries to bring the Article on Exchange of Information to International Standards and expanding India’s treaty network by signing new DTAAs and TIEAs with many jurisdictions to facilitate the exchange of information and to bring transparency,

(ix) Enabling attachment and confiscation of property equivalent in value held within the country where the property/proceeds of crime is taken or held outside the country by amending the Prevention of Money-laundering Act, 2002 through the Finance Act, 2015.

(x) As a result, the money held by Indians in Swiss banks has fallen by nearly one-third to a record low of 1.2 billion franc (CHF) or about Rs 8,392 crore amid a continuing clampdown on black money and corruption.
India Joined MTCR an exclusive club of countries controlling missile technology.

(xi) To curb corruption and prevent leakages in subsidy distribution Modi govt is has moved 447 schemes identified across 58 ministries to direct benefit transfer.

(xii) In strike on Black money in Swiss banks, India signed the ‘Joint Declaration’ with Switzerland, for the implementation of Automatic Exchange of Information (AEOI). It will now be possible for India to receive from September, 2019 onwards, the financial information of accounts held by Indian residents in Switzerland for 2018 and subsequent years, on an automatic basis.

(xiii) Auction System for Mines ended Corruption and favoritism.

(xiv) Modi govt did away with interviews for 3rd and 4th grade Jobs. These positions will be filled by merit only on exam results of written exam.

(xv) 100% digitisation of ration cards done, towards leak-proof PDS.

Modi Govt banned Rs 500, Rs 1000 notes is surgical strike on terror funding and black money. To move towards less cash economy, govt has asked banks to provide POS terminal to all business outlets by 31.3.2017. in unprecedented outcome, approx Rs. 500 crores in cash and jewellery seized and approximately Rs. 8,000 crore of Undisclosed Income admitted by the taxpayers. Income Tax Department is carrying out investigations in more than 600 cases since the de-monetization of old High Denomination on 8th November, 2016;

PM Modi's emphasis on the "transfer of wealth" from the "corrupt" to the poor which came with his advice to those with Jan Dhan accounts to hold on to what has been deposited in their accounts: cast him as the architect of transfer of money from rich to poor. 

Other Benefits of demometization;

i) Earlier a lot of figures of black money were thrown around whereas no one was actually aware of how much was black money was there which is held in cash. Now cash has been deposited in banks.
ii) Most future transactions are expected to be through banks. This would be taxable leading to another additional tax earnings which can be used to alleviate poor and remove poverty.
iii) Stone pelting and terrorism which was a paid profession is likely to be reduced though this benefit may be only of a short term unless we can control China’s CPEC in POK.
iv) Red killings were financed by cash. There is perceptible fall in killings. There has been no dalit killings in radical brahim mass murderers commies ruled Kerala.
v) Entire machinery of terrorists is presently in disarray.
vi) Bollywood which is financed mostly by dubai based cash kingpin is sure to be affected leading to more work for minority (non-convert) community.
vii) At moment there is no fake currency.

Perceived ill  effects narrated by opposition are false;-
i) Employed were not affected. It generated lot of work for unemployed daily wagers who stood in que for others.
ii) People are now more cautious is spending leading to increased savings.
iii) Death is certain. Number of people who died due to heart attack during the 50 day period was on an average same as during this period last year. Number of people who died due to heart attack by not standing in line was much more than those who died due to heart attack while standing in line.
iv) No-one who was spending by cheque or cards was affected. Others are learning to be digital, the modern way forward.

Efforts to end political corruption;
1.2.2017; Under Modi Govt, first time in India cash political donations restricted to Rs 2,000/-. all other donations to be by through banks or through RBI Bonds.

Modi govt wants all elections to be held simultaneously to curb political spending which is source of corruption and called for meeting for this purpose between all stakeholders.

255 political parties have been de-listed by Election commission which never contested any elections in last 10 years. Under Law made by earlier regimes donations to political parties is exempt from Income tax. Thus one can form a political party, deposit black money in its account and than withdraw white money. The EC has also asked the tax authorities to initiate appropriate action against them.

Safety and security

First time since 1947, govt has placed contract to purchase 50,000 bullet-proof jackets.

18.1.2017; Modi govt gave its approval for introduction of the Repealing and Amending Bill, 2017 to repeal 105 Acts.

Earlier;
Modi govt constituted a Committee which identified 1824 redundant and obsolete Central Acts for repeal.  After careful examination and consultation with various Ministries/Departments in the Government of India, four Acts have been enacted to repeal 1175 Central Acts (during the period May, 2014 to August, 2016) by Parliament which were –
i)        The Repealing and Amending Act, 2015 repealing 35 Acts; The Repealing and Amending (Second) Act, 2015 repealing 90 Acts;
ii)        The Appropriation Acts (Repeal) Act, 2016 repealing 756 Acts;
iii)        Appropriation Acts including Appropriation (Railways) Acts;
iv)        The Repealing and Amending Act, 2016 repealing 294 Acts.
Out of the aforesaid 1824 Acts, 227 Acts (including Appropriation Acts enacted by Parliament for the States under President's Rule) are identified to be repealed by State Governments have been requested to take necessary action to repeal them.

पिछली सरकार में प्रधानमंत्री ग्रामीण सड़क योजना प्रति दिन 69 किलोमीटर होती थी। हमारे आने के बाद 111 किलोमीटर हो गयी है ! और हमने रोड बनाने में Space Technology का उपयोग किया है। Space Technology से photography होती है, monitoring होता है। हमने रेलवे में Drone का उपयोग किया है। photography करते हैं, काम का हिसाब लेते हैं। कार्य संस्‍कृति Technology की मदद से कैसे बदलाव लाया जा सकता है।

ग्रामीण आवास योजना, पिछली सरकार में एक साल में, 1083000 घर बनते थे। इस सरकार में एक वर्ष में 2227000 घर बने। National Urban Renewal Mission एक महीने में पिछली सरकार में 8017 घर बने। हमारी योजना से 13530 घर बने हैं।

पहले Broad Gauge Railway का commissioning एक साल में 1500 किलोमीटर हुआ करता था। पिछले साल यह बढ़ करके 1500 किलोमीटर से सामने 3000 किलोमीटर, double और हम 3500 किलोमीटर तक किया !

Solar Energy को लाया गया। 2014 में 2700 मेगावाट थी, आज हम उसको 9100 मेगावाट पहुंचा दिए हैं।

DISCOM योजना के कारण, उदय योजना के तहत राज्‍यों को उस योजना जब वो सफल कर पाएंगे करीब-करीब 1 करोड़ 60 हजार से ज्‍यादा रकम राज्‍यों की तिजौरी में बचने वाली है और राज्‍यों के साथ जोड़ करके अगर भारत सरकार ने 1 करोड़ 60 हजार की घोषणा कर दी होती, तो चारों तरफ कहते कि वाह, मोदी सरकार ने इतना पैसा दिया। हमने योजना ऐसी बनाई कि राज्‍यों के खजानों में 1 लाख 60 हजार करोड़ रुपया DISCOM के द्वारा, उदय योजना के द्वारा बचत होने वाली है

पिछली सरकार के समय LED Bulb करीब तीन सौ, साढ़े तीन सौ, तीन सौ अस्‍सी उस रुपये में चलते थे। LED Bulb से energy saving होता है हमने बड़ा mission रूप में काम उठाया और करीब-करीब इतने कम समय में पिछले आठ-नौ महीने में इस योजना को बल दिया है। इतने कम समय में 21 करोड़ LED Bulb लगाने में हमने सफलता पाई है और तेज गति से आगे बढ़ रहे हैं। और अब तक जो LED Bulb लगे हैं उसके कारण परिवारों में जो बिजली का बिल आता था, वो जो बिजली का बिल कम हुआ है, वो परिवारों में करीब-करीब 11000 करोड़ रुपयों की बचत हुई है। अगर किसी सरकार ने बजट में 11000 करोड़ बिजली उपभोक्‍ताओं को देने का तय किया होता, तो अखबारों में Head-Line बनती। हमने LED Bulb लगाने मात्र से 11000 करोड़ बिजली का बिल सामान्‍य मानव के घर में कम किया है।

17 मंत्रालय के 84 योजनाएं, हमने Direct Benefit Transfer AADHAR योजना के साथ जोड़ करके उसको आगे किया और 32 करोड़ लोगों को 1 लाख 56 हजार करोड़ रूपया  Direct Benefit Transfer स्‍कीम में दिया गया।

PAHAL योजना हमारे यहां गैस सिलेंडर जाते थे, सब्सिडी मिलती थी, जब उसको आप AADHAR योजना से जोड़ा तो उसका leakage  करीब-करीब 26 हजार करोड़ रूपये से ज्‍यादा leakages रूका, जिसका परिणाम यह आया कि डेढ़ करोड़ गरीब परिवारों को गैस का कनेक्‍शन देने हम सफल हुए हैं।

जब से हमने Technology का उपयोग किया AADHAR का उपयोग किया करीब-करीब 3 करोड़ 95 लाख, फर्जी राशन कार्ड पकड़े गए, उससे करीब-करीब 14 हजार करोड़ रकम बिचौलिए मार खाते थे, गरीब के हक का मार खाते थे, वो मुख्‍य धारा में आया और गरीबों की तरफ गया।

यूरिया चोरी होता है कारखानों में चला जाता है किसान के नाम पर subsidy  के bill कटते हैं लेकिन किसान को लाभ नहीं मिलता था। यूरिया का दूसरा दुरूपयोग होता था synthetic-milk बनाने में और उसके कारण गरीब बच्‍चों की जिंदगी के साथ खेला जाता था।  यूरिया को 100% नीम कोटिंग किया आपने निर्णय किया था, छह साल में आपने सिर्फ 20%, 35% cap लगाने के बाद 35% भी नहीं पहुँच पाए, सिर्फ 20%, नीम-कोटिंग किया। हमने आ करके इस बात को हात में लिया और 188 देश, आपका छह साल, मेरा छह महीना हिंदुस्‍तान में 100% नीम कोटिंग यूरिया कर दिया, imported यूरिया को भी नीम-कोटिंग कर दिया

Governance के मुद्दे पर बहुत काम कि‍या है। पहले affidavit की प्रथा दी। हमने उसे बदल कर self-attestation की व्‍यवस्‍था कर दी!

हमने 3th and 4th grade jobs के लिए हमने इंटरव्‍यू खत्‍म कर दि‍ए।

पहले कंपनी रजि‍स्‍टर करनी होती थी तो 7-7, 15-15 दि‍न, दो-दो महीने लगते थे। आज 24 घंटे में कंपनी रजि‍स्‍टर हो सकती है।

पहले पासपोर्ट पाने में महीने लग जाते थे, आज पासपोर्ट एक हफ्ते के भीतर देने की व्‍यवस्‍था की है। और अब Postal में जो head-office है उसको भी Passport-Office में convert कर रहे हैं
